The Renaissance Dam and the Limited Choices: Struggle or Cooperation

Despite confidence-building measures between Egypt and Ethiopia regarding the Renaissance Dam, Cairo’s fears related to its water security still exist because Addis Ababa is still stalling to buy time. The biggest challenge for Egypt is that the mechanism of the international house of expertise might decide the technical dispute but it does not ensure an agreement to divide the Nile waters or change the Ethiopian stand on the Entebbe Agreement. The Renaissance Dam’s crisis shows shifts of the geostrategic landscape in East Africa and the redesign of regional balance of power for the Nile Basin region in favor of Ethiopia at the expense of Egypt. These huge shifts have imposed many constraints on Cairo’s choices to confront this crisis.
