Because of the state/revolution duality that governs the nature of the Iranian regime, the potential Iranian strategy towards Egypt will be dual; in other words, an official strategy adopted by the state’s institutions and a parallel one adopted by the revolution’s institutions. Iran does not want to go back to square one in its relations with Egypt. Tehran will keep evaluating the situation there to see power trends to be able to come up with a more clear position. At the same time, it will not give up its tools of pressure towards Egypt.
