Who Makes Decisions in Egypt: The Presidency or the Guidance Bureau?

This analysis deals with the controversy about the role of the Guidance Bureau of the Muslim Brotherhood in the presidency’s decision-making process, and the various aspects of contact between the two places. The analysis infers the impact of the Guidance Bureau by studying the characteristics of the decision-making process when President Morsi was in office, which was marked by a multitude of contradictory statements, delays in decision-making and backtracking from those decisions. The analysis concludes that there was a difference between the official structure of decision-making and practice. The analysis posits that it is likely that the lifeline between the presidency and the Guidance Bureau will continue because both sides need it.
