The revolution has consolidated a closed framework for the identity in the constitution. Thus the Islamic regime has failed to build a nation-state that takes in various religious, doctrinal and national components of society. At the same time, the Islamic revolution has led to a post-revolutionary regime whose state institutions are wrapped in missionary zeal. This duality has led to a contrast between the ideological boundaries of the revolution and the geographical boundaries of the Iranian state. In the wake of the Arab Spring uprisings, Iran lost among Sunni Arabs the soft power it had built through “resistance and opposition” due to its interference in the Syrian crisis. Iran resorted to escalating sectarian discourse to cement easily its Shiite centrality in the region. The US-Iranian rapprochement poses a real challenge for GCC states, especially in light of growing doubts about the objectives of this rapprochement and the hidden bargains, possibly at the expense of GCC states’ security. Therefore, efforts by GCC states to develop their military capabilities seem logical because Iran has accumulated a competing military arsenal over the past years, notably its naval forces. Tehran has made superiority in the territorial waters of the Arabian Gulf, the Strait of Hormuz, the Gulf of Oman, the Arabian Sea and the Strait of Bab el-Mandeb one of its stated objectives. This paper deals with the nature and volume of the naval competition between Iran and GCC states in light of the declared objectives. He called on the government for an immediate freeze for all programs related to family planning and draft alternative laws that encourage early marriage and having children. The new approach faced harsh criticism from opposition, while the government of President Hasan Rouhani has announced late July 2014 a comprehensive plan for the new Iranian demographic policy based on 14 pillars. Those pillars were included in a decree issued by Khamenei to the heads of the three branches of power. It is clear that the objectives of the new Iranian demographic policy have surpassed the strategic, economic, social and cultural aspects to touch upon sectarian and geostrategic dimensions the impact of which will mature in the coming decades.
